The Head of DTO Business Operations is responsible for coordinating staff and resources across the Development & Technical Operations (DTO) IT function and managing the team’s budgeting process to ensure the successful execution of the team’s strategy and portfolio. The role reports to the Head of Development & Technical Operations and contributes significantly to the strategic planning and operations of the team. The role interacts with other IT leaders to align the portfolio and budget to meet overall business objectives and priorities. The role is also responsible for prioritizing investment plans and overseeing the reporting, talent acquisition and general administration and management tasks.

  • He/she will be responsible for reviewing business and IT driven project proposals that impact the DTO team’s resources and budgets ensuring standards, return on investment alignment, and execution capability are achievable and met.

  • This leader is responsible for standardizing estimation practices to ensure proper budgeting and forecasting can take place with regards to service delivery projects and initiatives. He/she will review all key project estimates and be responsible for the actual estimation process.

  • The Head of DTO Business Operations will be responsible for making recommendations related to expanding or reducing solutions service capacity which includes internal sourcing as well as expanding or reducing capacity of 3rd party resources.

  • This leader will be responsible for reviewing, approving project estimates, and reviewing all budget variance requests for the organization.

  • Collaborates with IT finance and IT functional leaders to develop and manage IT budgeting and cost estimation approaches, resource allocation, and reallocation

  • Analyzes key internal and external inputs to develop the DTO strategic plan, ensuring alignment with overall IT and enterprise strategy

  • Conducts meetings with senior IT leadership and key stakeholders across the organization to validate understanding of business goals

  • Ensures that project investments and initiatives are aligned with IT and business strategy and priorities and continuously re-prioritizes programs and projects based on changing functional needs, resource capacity constraints, risk exposure, and interdependencies

  • Works with IT leaders to develop project and program resourcing strategies to ensure optimum support for projects and for the day-to-day operational activities

  • Monitors value metrics to make informed decisions that maximize returns across IT investments

  • Develops IT capability metrics and leads quarterly reviews with IT Leadership Team

  • Drives and contributes to IT workforce strategy, including analyzing trends and business strategy to forecast critical skills and resource gaps

  • Oversees IT planning and presentations, including oversight of IT management training initiatives, IT skills analysis, job description updates

  • Takes responsibility for special projects and other initiatives on behalf of the Head of DTO

Qualifications

  • Bachelor’s or master’s degree in computer science, business, or a related discipline

  • Excellent interpersonal and communication skills and proven ability to work effectively with all organizational levels

  • Fosters and builds a collaborative working relationship with various stakeholders within IT and outside of IT

  • Expert in IT strategic planning and financial management

  • Expert in IT governance formulation, organizational change management

  • Proven track record of successful team leadership and development

  • Good working knowledge of vendor management or procurement preferred

  • More than 10 years of experience in IT management, line of business management, and/or corporate strategy roles

  • Project management, Applications Development or Business Relationship Management experience a bonus

  • More than five years of people management experience

  • Experience of leading major initiatives and investment prioritization essential
