  1. Develop and execute corporate GR strategy, aligned with and supportive to the company’s business strategy in China, for building and enhancing ELC’s reputation and perception among government stakeholders.

  2. Establish long-term strategic relations with the key government agencies through identifying opportunities of mutually-beneficial cooperation programs. Leverage and coordinate various resources, internal and external, local and global, for the success of implementation.

  3. Expand network and establish solid bonds with other related government agencies, both at central and local levels, to prevent the company from crisis of all kinds and strongly support its business development in China.

  4. Work closely with Regulatory Affairs and Legal team for joint efforts and consistent messages in lobbying with Chinese regulators on cosmetics regulations and policies.

  5. Leverage AmCham, EUCCC, CAFFCI cosmetics forums and any other associations which can help to influence the regulation making and policy implementation to ensure consistency of enforcement in a way that is supportive of the company’s business objectives.

  6. Assist with senior management visits to China. Identify and organize engagement opportunities with government agencies, related institutions and organizations.

  7. Understand and assess the political and regulatory environment in China and provide counsel to the senior management for their reference in the business decision making process; Anticipate, manage and mitigating GA issues for protecting and advancing the company’s business interests.


1.Beyond 10 years of working experience in Government Relations, whether though employment by a government agency or a government affairs firm, in house experience or some combination. Government background is preferred

2.Strong ability to think strategically to resolve matters and to build collaborative relationships effectively and efficiently with all levels of officials of government agencies.

3.Excellent judgment and reputation; a high degree of ethics and discretion; and excellent verbal and written communication skills both in English and Chinese.
