Indirect Procurement is a center-led global organization that establishes proper accountability over spend, leverages regional and global purchasing power, and standardizes the procurement process (P2P) across all regions as part of the larger supply chain network. The organization manages all brands indirect material spend. It is a strategic organization that enables savings with process consistency.

The Indirect Procurement Manager for Retail Store Construction (RSC) and Specialty Multi Channels (SMC) will manage the sourcing and procurement of the mentioned category for APAC. The role is also responsible for developing strong relations and communications with vendor and ELC internal stakeholders in order to secure quality, service, delivery and cost optimization for ELC


Stakeholder engagement:

  • Proactive understanding of affiliate, regional and global stakeholders’ requirements and priorities

  • Collaborate with Global/Regional stakeholders (RDDC, Regional, Affiliates, etc…) where applicable, to ensure up-to-date information regarding the pipeline of projects.

  • Collaborate with Global/Regional stakeholders (RDDC, Regional, Affiliates, etc…) where applicable, to formulate local relevant sourcing strategies or leverage on Global/Regional sourcing strategies.

  • Collaborate with RDDC, Affiliate IP and Preferred Vendors, to established rate cards for the various brands and its implementation respectively.

  • Provide structured, prompt status reports to stakeholders

  • Lead periodic RSC/SMC/VM category call

Global and Regional RSC/SMC procurement strategies:

  • Support the implementation of affiliate, regional and global RSC and SMC initiatives, which includes, but are not limited to the following :


  • Direct Construction Materials Sourcing

  • Support RDDC on Tiered Design/Value Engineering

  • Bulk Purchase and Production of Fixtures

  • Rate Card implementation

  • Vendor Management

  • Updating RSC/SMC category playbook

  • Educating/equipping of IP team on RSC category strategies/execution

  • Updating of VCD project pipeline

  • Track and review RSC/SMC procurement strategies to ensure their currency and effectiveness.

  • Track and validate savings, seek consensus from the internal stakeholders and report into the Value Creation database.

Leadership in RSC/SMC category in APAC :

  • Support IP Director and developing RSC sourcing strategies and execution plan in APAC.

  • Be the “go to” point of contact in APAC for RSC sourcing and procurement planning.

  • Ensure alignment in RSC sourcing strategies through continual education on best practices in RSC procurement process. E.g. encourage adequate pool of vendor for bidding, rates review, volume leveraging, etc.

  • Help local Affiliates to develop localised RSC sourcing strategies where required.

  • Kept updated on latest RSC design developments both globally and regionally.

  • Be the “voice” for APAC during global strategy meeting or program development.

  • Support accurate and timely capturing of Project cost and Savings.

Vendor Management :

  • Build and drive effective and collaborative relationships between vendors and internal stakeholders to identify, develop and execute cost optimization initiatives.

  • Recognize, monitor, and manage vendor risk, if any, to the projects and organization.

  • Management of vendors to ensure achievement of high quality service expectations, product quality standards and delivery commitments.

  • Develop and implement measurements to track, measure, report and evaluate vendor performance.

  • Develop vendor improvement plans when required.

  • Ensure vendors provide delivery/consumption reports per agreed reporting frequency

  • Resolve and improve all issues relating to the vendor and escalate to management as required.

Project management:

  • Provide project management support where required to the RDDC Project team.

  • Work towards meeting important project milestones and successful delivery of the projects.

Lead/Support process improvement especially where it relates to sourcing or vendor management


  • College degree or equivalent (minimum 7 years) experience in business, procurement/supply chain field, Civil Engineering /Construction management.

  • Strong procurement experience preferably with in-depth knowledge of construction services and material price in markets, supply chain and suppliers.

  • A considerable working knowledge of and experience with strategic sourcing processes and trends, competitive procurement, including value analysis and procurement technologies.

  • Extensive knowledge with legal vendor contracts, contract negotiations and service agreements.

  • Ability to manage and implement cost initiatives.

  • Proven leadership skills, patience and diplomacy

  • Strong organizational, negotiation, listening, communication skills, both verbal and written.

  • Demonstrated sound judgment, decision making and management skills.

  • Ability to work independently, set priorities and handle several initiative simultaneously

  • Proactive attitude, involvement and commitment.

  • Experience in project management.

  • Regional Experience managing procurement for different countries in APAC
